KEY REQUIREMENTS

•You must complete a favorable Background Investigation (BI).
•You must be able to obtain and maintain a Secret Clearance.
•You may be required to complete a one year Supervisory Probation Period.

DUTIES:
This Supervisory Management and Program Analyst position is located within the Office of Security Capabilities (OSC), Mission Analysis Division, Transportation Security Administration (TSA), and Department of Homeland Security (DHS). If selected, you will serve as the Branch Manager for System Analysis within the Mission Analysis Division. You will manage and supervise a Federal staff responsible for conducting studies and analyses that identify baseline performance across TSA's mission areas, identify security gaps and opportunities for improvement, and design improvements to the systems that increase performance, improve efficiency, drive passenger satisfaction, and promote industry vitality within the constraints of a Federal policy environment.
Duties Include:
•Interfacing with DHS Science and Technology, National Labs, and other Federal partners on system analysis and operational research projects in TSA mission areas.
•Representing TSA on cross-functional and cross-agency boards on operational analysis, alternative futures, scenario building, and other system analysis topics to enhance TSA's system analysis capabilities.
•Working with TSA stakeholders to identify and analyze data to define operational baseline measurements and performance.
•Leading a team that supports TSA programs with analytical expertise, such as air cargo, checkpoint screening, and other TSA operational elements.
•Leading ad hoc studies and analysis on emerging topics around TSA mission areas such as risk based security design and improvement, prescreening and checkpoint design, and new screening procedures.
•Assisting the Director for Mission Analysis with strategic analysis and planning, including resource planning, succession planning and personnel development, budget execution, and strategy planning.
 Supervisory/Managerial duties include serving as a Branch Manager for the organization. This includes but is not limited to: planning and communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, approving leave, taking corrective/disciplinary action as necessary, and monitoring and evaluating the performance of System Analysis staff.

QUALIFICATIONS REQUIRED:
To qualify for the SV-K Pay Band (equivalent to the GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
•applying supervisory and management principles, methods, and techniques to direct and execute administrative, analytical, and operational programs;
•knowledge of TSA mission areas such as checkpoint and baggage screening, law enforcement, and regulatory enforcement;
•demonstrated knowledge of Aviation and Transportation Security Act (ATSA); and
•utilizing analytical and evaluative methods to assess an organization's performance and ability to meet its mission, goals, and objectives.
NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
